When you call him, if you get his voicemail instead of him or her, then they certainly are busy. So you need to dig deeper.
You must watch them closely when they get back home from work. If they come home late, saying they had to work late, check them. Are they smelling good and looking fresh. See the differences in them when they left in the morning and when they return. Is something missing or has something changed. They will always try to hide it from you and behave normal. But if you really pay attention, you can make out why they are behaving that way.
